Intelligence Community. We are seeking to hire a Technical Project Manager to our team! Client: CTEC develops and delivers innovative customer-centric technologies and solutions that support the Office of Personnel Management’s (OPM) Health and Insurance business unit and Office of the Chief Information Officer (OCIO).
& Scope Management: Oversee
discovery and documentation in collaboration with business analysts and technical teams, ensuring business needs are accurately captured before solution development. Stakeholder Engagement: Serve as the primary interface between government stakeholders, business users, and technical teams to align expectations, communicate progress, and resolve issues.

Impediment & Risk Management: Identify and manage team blockers, conflicts, risks, and scope changes; maintain risk registers and issue logs; and escalate as necessary. Agile Ceremony Facilitation: Facilitate sprint planning, daily standups, sprint reviews, retrospectives, and executive reporting sessions.
Process & Change Management: Analyze current-state processes, define future-state improvements, and guide teams through change adoption and transformation. Cross-Team Coordination: Coordinate across development, data, QA, architecture, and business teams to ensure integrated solution delivery. Reporting & Executive Communication: Assemble and present project status, metrics, risks, and performance reports to management and executive stakeholders.
Tool & Platform Management: Leverage Azure DevOps, SharePoint, and Microsoft OneDrive to manage project artifacts, documentation, collaboration, and traceability. Continuous Improvement: Promote continuous improvement of Agile practices, delivery processes, and team performance. Works under minimal supervision with minor guidance from senior personnel.
Skills & Work Experience: Professional Experience: At least ten (10+) years of experience in technical project management, Agile delivery, or program management roles supporting enterprise technology initiatives. Demonstrated experience managing Agile/Scrum teams and delivering technology solutions in cloud-based environments. Experience using Azure DevOps for backlog management, sprint planning, reporting, and traceability.
Strong understanding of SDLC methodologies including Agile, Scrum, and Waterfall.
Responsibilities
: Agile Program & Team Leadership: Lead and manage Agile delivery teams using Scrum and Agile-at-Scale methodologies to deliver complex technology solutions on schedule and within scope. Roadmap & Work Plan Management: Create, manage, and maintain project roadmaps, sprint plans, and release schedules using Azure DevOps to support iterative development and delivery.
